Do you think retailers would be quicker to sign a lease or rental agreement if they knew how much cash flow a particular location would generate or how much money their competition was generating?

It would be so easy, wouldn't it? Unfortunately, location is just a part of a formula, sometimes not even the biggest part. What is indeed important about location is reasonable rent. Everything else pretty much depends on owner, and management, and employees, and merchandise, and available capital, and right strategy, and to the point marketing, and customer service and .............. should I say more?
